The Yun-nan defence officials memorialized: "Meng-mi's encroachment upon and seizure of Mu-bang has resulted in the calamities of war lasting for over 40 years. Sometimes they accept pacification and sometimes they rebel, and they are becoming increasingly wild and disorderly. Permission is requested to despatch troops to punish them." The memorial was sent to the Ministry of War, which assembled its ministers, deliberated and proposed: "Initially, the Meng-mi Pacification Office was under the jurisdiction of the provincial administration commission. Now, it has been placed under Mu-bang's jurisdiction. The administration is different and the reason they will not accept pacification may lie in this. It is requested that the Yun-nan grand defender and grand coordinator arrange that Meng-mi be again placed under the jurisdiction of the provincial administration commission and that they be instructed of this. Thus, their enmity may be reduced and it is hoped that thereby they will yield and accord. If they remain unwilling to repent, a period suitable for troop advancement should be advised." This was approved.
