The relevant Yun-nan officials were ordered to transport 60,000-plus shi of grain from the granaries of Teng-chong and store it in Long-chuan and Nan Dian, and to institute the kai-zhong system in the Yun-nan Salt Distribution Supervisorate. During the third and fourth years of the Hong-zhi reign (1490/92), over 181,000 yin of salt had been stored up and merchants were summoned to purchase it with silver and rice. The proceeds were to be used to provide army rations. This order was issued as the Meng-mi native official Si Die had been engaged in evil activities and would not submit, and troops were to be employed in that region.
