The Emperor personally instructed the Minister of Rites Xia Yan, saying: "The Imperial prince has just been born and this has been proclaimed to all under Heaven. Why is it that envoys are only sent to foreign countries to issue a proclamation of instruction when princes are formally installed?" Yan memorialized: "Permission is requested to send Han-lin officials as chief envoys and supervising secretaries as deputy envoys to take proclamations and to go and instruct the two countries of Korea and Annam. Later, when the prince is formally installed, envoys should be sent again, as Your Majesty proposes." The Emperor ordered that appropriate orders be issued.
