Imperial orders were conferred upon the Qian-guo Duke Mu Chao-bi ordering that he exercise control over the various native and Han troops, and noting that the grand coordinator and regional inspector were not permitted to deploy troops without authority. It was also ordered that when the various offices wished to notify of matters, to send despatches and to arrange formal meetings, the grand defender was always to have ceremonial precedence over the grand coordinator and regional inspector.....
