It was ordered that the Ministry of Justice issue a public notification prohibiting coastal residents of Fu-jian from dealing in Chinese goods, manufacturing military weapons, using sea-going ships to have communication with the country of Ryukyu, or providing assistance to pirates. At this time, it was said that many of the forces used by Huang Xiao-yang in his rebellion were pirate bands which could be rapidly assembled. This prohibition was thus issued in response.
