Wan-li: Year 11, Month 11, Day 29
11 Jan 1584
The Censor-in-chief Liu Shi-zeng, grand coordinator of Yun-nan, memorialized: "Yong-chang and Teng-yue are situated far on Yun-nan's western border. The Mang chieftain has engaged in rebellion and the two areas have each raised 3,000 troops for defence. There is much preparation but few forces. It is requested that Yong-chang and Teng-yue be required to each raise another 2,000 troops to take each force up to 5,000 men, and that they be trained for defence against and the elimination of the bandits....." The Ministry of War re-submitted the memorial with recommendations as proposed. They were approved.
