Instructions were sent to the Ministry of War: "The Ava-Burma bandits of Yun-nan have acted violently. What military and defence arrangements are being made by the grand defender and grand coordinator? Your ministry is to send urgent instructions to that place, requiring that Mu Chang-zuo and Liu Shi-zeng observe the previous Imperial orders and combine their efforts to ensure that the area is secure and there is no cause for concern. In respect of the troop rations, arrangements should be made in coordination with the Ministry of Revenue. Regardless of whether or not there is news from Teng-yue and Yong-chang, the regional commander is to report once a month. If the situation is tense, he is to report twice a month until peace is restored. A warrant (火牌) should be issued to facilitate investigation.
