The Yun-nan Regional Inspecting Censor Cui Ting-shi memorialized: "The Yue chieftain is in rebellion. It is now Autumn, the weather is cooler, and the miasma has abated. We should take the opportunity to eliminate or pacify him. In the Southern part of Yun-nan there is the Three-River-Mouth route and the Mt. Ai-lao route. They are steep and rugged routes, but it will be possible to thereby enter secretly. This would greatly facilitate victory. It is requested that the various sides be ordered to make preparations." The Emperor said: "The bandit situation in that province is very unpredictable. In all arrangements relating to elimination and defence, Mu Chang-zuo and Liu Shi-zeng are to combine their efforts. They are to act in accordance with the previous Imperial orders and must ensure security.
