The Yun-nan Grand Coordinator Liu Shi-zeng, and the grand defender memorialized, advising: "The Mang chieftain Ying-li employed Han Qian and Yue Feng in his plans and had his uncle, the chieftain A-wa Meng-bie, lead the various yi in attacking along different routes. He also used nearby evil yi as a force within the country. For example, Dao Luo-can and his younger brother plotted to attack Teng-yue, while Fang Zheng-tang, his nephew and his nephew's son deployed troops in Lu-jiang. Jing Zong-zhen and Fang Guo-zhong planned attacks on Shun-ning and Yong-chang. There were soldiers on all sides, with tens of thousands of troops having been mobilized. Fortunately, Heaven snatched the spirits of the two Daos and the three Fangs, and they were subsequently captured. The generals and troops at the various passes, relying on their position, drew up plans. Meng Xiao-zhong and Mang Hui, members of the ruling native-official families of Shun-ning and Ping-jia put great efforts into opposing the bandit troops and, during the second month, they took over 350 heads. When the memorial was being drawn up, and the bandit troops were withdrawing, Wang San-pin of the regional military commission suddenly arranged a deployment to Meng-lin and lightly placed trust in persons of little capacity for planning. His actions greatly harmed Imperial majesty and resulted in major casualties. It is requested that the achievements and the errors of the officials be assessed on the basis of what has been verified through examination. It is also requested that generous rewards be decided and issued to Meng Xiao-zhong and Mang Hui, who are members of the ruling native-official families." The Emperor ordered that Wang San-pin be sent to the regional inspector for investigation, and that the achievements and errors be investigated and details memorialized.
