Zhang Ding-si, a supervising secretary in the Office of Scrutiny for War, and others memorialized: "The Ava-Burma bandits attacked Shun-ning, burnt the villages and stockades and at Meng-lin killed and injured commanders. The guilt in this matter lies not solely with the officials of the military defence circuit and the regional military commission. It is difficult for the grand coordinator and the grand defender to avoid responsibility. The grand defender and his troops can still be employed. Mu Chang-zuo should select officials who are skilled and robust to lead the troops, and should cooperate in planning with the grand coordinator. The troops should be deployed to strategic points where they can attack or defend as the situation requires." The Ministry of War re-submitted the proposals as memorialized.
