Wang De-wan, an Office of Scrutiny official, memorialized: "Recently, Yun-nan has reported that the yi bandits have taken advantage of opportunities to create disturbances...The calamity in Yun-nan has been brought by the Ava-Burma chieftains who are different from those of Ding-ju and Bai-gai. Further troubles result from the fact that Mu Chang-zuo is overbearing and arrogant. There have long been contradictions among himself, the grand coordinator, the regional inspector and the provincial administration and surveillance commissions...." The Emperor said: "The disturbances by the yi bandits are the responsibility of the local authorities. The grand coordinator and grand defender jointly manage the area. How can we allow contradictions between them, resulting in military activities being hampered! They must plan together and put joint efforts into subduing the bandits..."
