Further troubles result from the fact that Mu Chang-zuo is overbearing and arrogant. The Emperor said: "The disturbances by the yi bandits are the responsibility of the local authorities. The grand coordinator and grand defender jointly manage the area. How can we allow contradictions between them, resulting in military activities being hampered! They must plan together and put joint efforts into subduing the bandits..."
