Xiao Jin-gao, a supervising secretary in the Office of Scrutiny for Rites, submitted a memorial of impeachment: "The Yun-nan Grand Coordinator Chen Yong-bin has no prospects of pacifying the province and no means of controlling it. Major bandits have engaged in their wild and evil acts and the region has sunk deep into calamity. It is requested that he be speedily dismissed." The memorial was shelved.
