The Yun-nan Grand Coordinator Chen Yong-bin memorialized: "Powerful bandits have arisen in Nan-an and Xi-e. They have taken on titles and adopted robes without authority. The Ava-Burma bandits have not yet been eliminated and now other bandits have also risen. Externally, there is aggression and internally there are troubles, and these have arrived at the same time. Jiang Shou-di and other subprefectural magistrates and assistant regional commanders have been ordered to carry their crimes and punish the bandits, take control of the circuits and defend the commanderies. It is requested that they be immediately appointed and employed." This was approved by Imperial order.
