The Yun-nan Grand Coordinator Chen Yong-bin memorialized: "...It is also advised that the Yong-chang/Teng-chong Assistant Regional Commander Zhu He-ling and the Long-ba Commandant Lu Zhong-li have both been ordered to carry their crimes while continuing to handle their duties. This was ordered as their subordinate Duo An-min, the pacification commissioner of Long-chuan, had secretly harboured rebellious tendencies and had been in contact with the Ava-Burma rogues." All matters were sent to the Ministry of War.
