The Minister of Justice Li Zhi memorialized: "The yi bandit Xie Wen-an and others massacred and plundered in the native offices, and brought trouble to our borders. Fortunately, the Jiao yi are loyal and have captured and presented them and admitted guilt. As to their cohorts in evil, Mo Jing-lin and so on, a despatch should be sent to the grand coordinator and regional inspector there requiring that they apprehend them and forward them to the capital." This was approved.
