...It was Imperially proclaimed: "The following appropriate arrangements are hereby proclaimed to all those in China and abroad for their advice...All those civilian and military officials, clerks, platoon and squad commanders and commandants who were previously sent as soldiers to Jiao-zhi in order to realize achievements, but who fled and have not yet reported to officials for their service as soldiers, are allowed to proceed to the local government offices and turn themselves in. They will thereupon be sent to a nearby guard or battalion for military training....."
