Qin Subprefecture in Guang-dong memorialized: "Two sectors (都) of this subprefecture, Tie-lang and Ru-xi, border Wan-ning County in Jiao-zhi. Previously, Li Li rebelled and Huang Kuan and other people from these sectors were forced to assist the man bandits in carrying off people and property. Recently, there have been orders of grace issued requiring us to arrange well negotiated pacification. Kuan and the others have now voluntarily gone over to the bandits and although we have tried to pacify them, they will not accord." The Emperor ordered the Auxiliary Ministry of War to send a despatch to the three offices of Guang-dong and the regional inspecting censor requiring them to investigate the matter and determine appropriate arrangements.
