Imperial orders were sent to the Minister of Works Huang Fu and the Jiao-zhi Administration Commissioner Ruan Xun, noting: "You, Fu, are extremely loyal, upright in your conduct and sincere in your affection for the people. You Xun are loyal, respectful and honest and are firm in serving your ruler. Both of you saw service under previous Emperors. Now, Jiao-zhi is suffering unrest and troops have been despatched to subdue it. I am especially ordering you two ministers to assist the regional commander in all important matters. You are to cooperate closely in making plans and devising strategies as well as in coordinating the commanders and encouraging the troops. Thereby you will quickly achieve success in pacification and will bring peace to the people of the region. If events require memorializing, advise by secret letter. Manifest your loyalty by fulfilling this important commission. Respect this!"
