When these orders arrive, you are to immediately order the Xing-an Earl Xu Heng and the Xin-ning Earl Tan Zhong to both return to the capital. You, minister, are to lead the government troops under your command in returning to their respective guards and battalions. You, minister, should put all your efforts, day and night, into providing careful border defence, so as to accord with the importance of the task with which you have been commissioned."
