Imperial orders as follows were sent to the Regional Commander and Commissioner-in-chief Shan Yun: "The Commissioner Zhang Gui has been ordered, together with the native-official Commissioner Huang Hong, to defend Long Subprefecture, Ping-xiang and Po-lei, and to engage in patrolling defence. Also, the Commissioner Chen Quan and others have been Imperially ordered to conduct a thorough investigation of the Jiao-zhi situation and to gather the dispersed government troops in areas which have grain, so that they can be trained for defence. Arrangements have already been made whereby Jiao-zhi is to serve the Court. You, minister, are to examine the situation in Long Subprefecture, Ping-xiang and Po-lei and can either order both Zhang Gui and Huang Hong to lead the native troops in defence, or just have Huang Hong lead the government troops under that guard in defending the area, whichever arrangement is more suitable. The Imperial troops under Chen Quan's command are to be ordered back to their original guards and battalions. Quan can either be retained in Nan-ning for defence duties or can be ordered to return to handle matters in the Guang-xi Regional Military Commission, whichever is more appropriate. You, minister, are to examine matters, determine what is most appropriate, make the arrangements and then memorialize the details."
