The Qian-guo Duke Mu Sheng, Grand Mentor and regional commander of Yun-nan, advised: "The local battalion commander Dao Bu-lang-ban of Lu-jiang in Yun-nan has rebelled and given his allegiance to Lu-chuan. He gathered a force and attacked and pillaged the Lu-jiang Pacification Office and subsequently Nang Bi, the native-official pacification officer, moved to Jin-chi. He has killed seven people including Zhao-gang Yin-da-ying, plundered property and burnt the people's dwellings. He also occupied the Lu-jiang Postal Relay Station. Subsequently, the postal relay station master Zhou Li established a stockade for defence. The roads have been cut. The Pu, Bo, A-chang and other man are in adjoining territories. I am worried that he might incite them into rebellion. Permission is requested to despatch troops to punish him." The Emperor said: "The important task of the border troops is to defend the borders. How can they be lightly deployed! Order Sheng and the three offices to deliberate carefully on the matter and decide whether he can be pacified through instruction or whether there truly need be an expedition to punish him. Security must be ensured!"
