The dukes, marquises, earls, and officials of the five military commissions, six ministries and the Censorate memorialized: "Wang Tong, Chen Zhi, Ma Ying, Fang Zheng and Yi Qian violated the Court's orders and took it upon themselves to make peace with the bandits, abandon the city and return. Shan Shou protected rebellious bandits and Ma Qi provoked rebellion in the region. They have all admitted their crimes. They should be firmly subject to the law." It was ordered that they all be sent to the Embroidered-Uniform Guard prison. The judicial office also memorialized, noting that, in accordance with the statutes, it was appropriate that the property of the families of Tong and so on be confiscated. This was approved.
