The Auxiliary Ministry of Justice memorialized: "Ma-sha and the others from the country of Java were returning home after coming to Court to offer tribute. When they reached Guang-zhou, Ma-sha had a quarrel with Ma-mo, another of his race (同類), and killed him. The two persons Chen Chu-wu and Mo-jia-shi were accomplices in this. When the event became known, the Guang-dong Provincial Administration Commission carried out an investigation. Ma-sha admitted the crime, but died in prison. Although Chen Chu-wu and so on were accomplices, they were just followers and did not participate in the killing. They should be banished." The Emperor said: "The yi and the di people do not understand rites and law. The killer is already dead. The others did not participate in the murder and thus it is not necessary to severely punish them. Pardon them and send them home."
