Guo Zi, the Grand Preceptor of the Heir Apparent and controller of the affairs of the Auxiliary Ministry of Revenue, and others, memorialized their deliberations on appropriate arrangements for water transport of grain to the capital....They also said that many of the government troops who had been engaged in grain transport had been sent to engage in construction or were sent to the Western Ocean and that those soldiers who had been sent by the various guards to replace them were all old and weak.
