The Jiao-zhi person Chen Fa had originally been appointed as a police officer but, due to an offence, was demoted to commoner. At this time, he memorialized requesting that he be restored to his original post. The Emperor instructed the officials of the Auxiliary Ministry of Personnel, saying: "The law is intended for punishing offences. In using the law, one must be just. If this person is pardoned, how can it be a demonstration of justness! This request is not to be granted."
