The Yun-nan Regional Military Commission memorialized: "Dao Ji-han, the native-official magistrate of Ning-yuan Subprefecture was recently attacked by Jiao bandits and he requested support. The three offices have proposed the despatch of 6,000 government troops and the appointment of the Commissioner-in-chief Mu Sheng to lead them in proceeding there." The Emperor sent orders to Sheng, saying: "The man and the yi are wily and guileful and cannot be easily trusted. In the past, when your elder brother proceeded on the Southern expedition, he deployed 7,000 of the Ning-yuan native troops. However, they did not arrive and were secretly helping Li Li in his rebellion. The present claim may be due to them engaging in feuding. We do not know. How can we lightly deploy troops to serve far away for the man and the yi. You should investigate the facts and then advance or not on that basis."
