In Jiao-zhi, Kui Subprefecture was established under Yan-zhou Prefecture and the two subprefecture of Cha-long and Yu-ma were established under Yi-an Prefecture. The jurisdiction of the four subprefectures of Sheng, Hua, Si and Yi in Sheng-hua Prefecture were also fixed. Sheng Subprefecture was to administer the three counties of Li River, Du-he and An-bei; Hua Subprefecture was to administer the three counties of Wan-an, Ju-xi and Li-ti; Si Subprefecture was to administer the two counties of Chi-ping and Bai-wu; and Yi Subprefecture was to administer the three counties of Yi-chun, E-bei and Qi-mian.
