Cai Fu, a vice commissioner-in-chief of the Central Military Commission, was banished to Jiao-zhi for a crime. Previously, he had been a commander of a force engaged in the capture of Japanese pirates. In his deployment of forces, he had violated regulations, resulting in the drowning of government troops. The judicial offices opined that this was a capital offence, but he was especially pardoned and banished.
