The Bao-ding Marquis Meng Ying and the Rong-chang Earl Chen Zhi, assistant regional commanders in Jiao-zhi, memorialized details of Li Li's rebellion. They were issued with Imperial orders which read: "Imperial orders of pardon for Li Li's crimes have already been issued. It has been ordered that he be appointed prefect of Qing-hua Prefecture. The eunuch Shan Shou has been sent with orders to instruct him of the Imperial Will. Wait until Shan Shou arrives. Then you should examine the situation and discuss plans with him. When plans are well arranged, memorialize details."
