The Assistant Commissioner-in-chief Huang Zhong, grand defender of Guang-xi, and others, memorialized in regard to the attack on and killing of Chen Tian-ping by Hu Di of Annam. The Emperor was greatly angered and spoke to the Cheng-guo Duke Zhu Neng, saying: "The crimes of that contemptible, despicable wretch mount to Heaven. Yet still he has dared to plot this treacherous ambush and act recklessly and brutally like this. I promoted sincerity and tolerance and still he deceives me! If he is not to be punished, then what is the use of maintaining troops! Neng and the others all said: "The rebellious bandit has committed a great crime. Heaven and Earth cannot tolerate this. We humbly request that the Emperor raise troops and exterminate him at one blow." Consequently, the Emperor decided to raise an army.
