The Guang-dong Provincial Administration Commissioner of the Right Xu Qi memorialized: "The subordinate salt distribution supervisorate has accumulated mu ch salt. Now that the Great Army is proceeding on expedition to Annam, we should instruct officials and civilians to proceed to Tai-ping and other prefectures to obtain grain in exchange for salt, with 1 yin of salt from any place being exchanged for every 5 dou of rice. Official payments should only be made from the offices in Guang-dong and Hai-bei. When the grain supplies are sufficient, the measure should be terminated." This was approved.
