Now that the Great Army is proceeding on expedition to Annam, we should instruct officials and civilians to proceed to Tai-ping and other prefectures to obtain grain in exchange for salt, with 1 yin of salt from any place being exchanged for every 5 dou of rice. Official payments should only be made from the offices in Guang-dong and Hai-bei. When the grain supplies are sufficient, the measure should be terminated." This was approved.
