The Xin-cheng Marquis Zhang Fu, regional commander of Jiao-zhi, memorialized as follows: "In the prefectures and counties of Jiao-zhi, I have sought out 9,000 men who are talented and virtuous, familiar with the classics and skilled in writing, have a fine breadth of knowledge, are intelligent and correct, filial and industrious, honest and upright, experienced in official matters, familiar with military strategies and capable in all-round ways. They have been sent in succession to the capital." As the winter weather was cold, and the Emperor thought that the people from the Southern border would not be able to endure it, he ordered the Ministry of Works to send officials with padded clothing, boots and socks to confer upon them along the way.
