Imperial orders were sent to the Xin-cheng Marquis and Regional Commander Zhang Fu, the Xi-ping Marquis and Deputy General of the Left Mu Sheng, and the Minister of War Liu Jun, as follows: "Jiao-zhi needs people who are talented and virtuous, scholars who have retired, people who are skilled in writing, have a wide breadth of knowledge, are honest and upright, filial and industrious, intelligent and correct, pure and capable, experienced in official matters, versed in writing and calculation, familiar with military matters, knowledgable in strategic planning, imposing in demeanour, fluent in speech, strong and brave, familiar with the Yin-Yang skills and skilled in medicines and medical dingnosis. You are to put your efforts into seeking out such people and are to send them to the capital with due ceremony so that they can be promoted and employed."
