Imperial orders were sent to the Ministry of War requiring it to complete 1,000 tally-slips for military officials, and to forward them to Jiao-zhi for provision to the Minister Liu Jun for his use. In this way, he would be able to arrange the appointment as officials of those native officials or native civilians who had realized achievements, in the same way that the civilian officials were being appointed. The Jiao-zhi Regional Commander and Xin-cheng Marquis Zhang Fu, and others, memorialized: "The walls of the chief military commission have collapsed and are in need of repair. Also, a guard should be established at Qing-hua to be manned by those troops who had previously been left at the two passes at Qiu-wen and Ai-liu." The proposals were both approved.
