The 7,700 Jiao-zhi tradesmen and artisans of all types who had been sent by the Xin-cheng Marquis Zhang Fu, regional commander of Jiao-zhi, arrived at the capital. The Emperor, concerned that those who had come far from the Southern territory could not bear the cold, ordered the Ministry of Works to provide them all with cotton-padded clothing.
