Yang Zhi, a surveillance vice commissioner in the Jiao-zhi Provincial Surveillance Commission, advised: "The troops in Jiao-zhi are now engaged in eliminating and capturing the remaining bandits and there is a severe shortage of grain rations. Qin Subprefecture and Lian-zhou in Guang-dong and Lin-an in Yun-nan border Jiao-zhi and water transport by raft (簰筏) from these places is possible. If we use the military-service civilians to transport the grain supplies, it will save efforts and the people will not be excessively troubled." This was approved.
