Imperial orders were sent to the Ying-guo Duke Zhang Fu and the Qian-guo Duke Mu Sheng, regional commanders of Jiao-zhi. The orders read: "The Commander Xu Bin came and informed that the bandits' power was on the decline, that the bandit leaders would be captured, that the remnant spawn would be eliminated and that the officers and men could then be rested. However, you have not reported for a long time. Why is this? If the bandits have already been pacified and the place is soothed and in order, it is appropriate that we look to selecting the talented from among the people and have them sent to the capital, where they can be appointed as officials. Then they can return to their original places to soothe and govern the people."
