It was ordered that Han Guan, "General for Subduing the South" and vice commissioner-in-chief of the Right Military Commission, take on the post of "Deputy General for Subduing the Yi" and the seal of "General for Subduing the South", lead the Imperial troops in pacifying and defending Jiao-zhi and take command of the various guards and battalions in Jiao-zhi. Imperial orders were issued to Guan as follows: "Yang Zhi, a surveillance vice commissioner of the Jiao-zhi Provincial Surveillance Commission, has memorialized that Jiao-zhi lacks grain. The Guang-dong Regional Military Commission and Provincial Administration Commission have already been ordered to transport 10,000 shi of rice from Qin Subprefecture and Lian-zhou to relieve the shortage. You should arrange to temporarily store it in an area where there are no bandits. Wait until you have arrived in Jiao-zhi and the roads are not obstructed and then transport the grain. If you cannot advance, you should not assist the bandits."
