The Guang-dong Regional Military Commission and Provincial Administration Commission have already been ordered to transport 10,000 shi of rice from Qin Subprefecture and Lian-zhou to relieve the shortage. You should arrange to temporarily store it in an area where there are no bandits. Wait until you have arrived in Jiao-zhi and the roads are not obstructed and then transport the grain.
