Some Fu-jian people had falsely declared themselves to be Messengers and chief envoys and had secretly gone to the country of Java. The regional inspecting censor Chen Yong submitted a memorial of Impeachment: "The supreme commander of defences against the Japanese pirates and Acting Assistant Commissioner Wang Sheng and Jia Zhong, an assistant commissioner in the Fu-jian Regional Military Commission have not been strict in their patrols and supervision. They should both be investigated and punished." The Emperor ordered that Sheng provide an account of himself, while Zhong and the others were ordered, on the basis of the censor's impeachment memorial, to carry their crimes and resume duty, but with salary stopped for three months.
