The Eunuch Director Xiao Bao, grand defender of Yun-nan, memorialized: "Recently, the Teng-chong Military and Civilian Command was established. Given that 10,000 troops are being deployed to build the city wall, the annual amount of grain rations required will be over 54,000 shi. This has to come from the granaries of Jin-chi. However, the mountain roads are precipitous and transport is difficult. It is requested that 30,590 yin of Huai-zhe and Si-chuan salt be set aside, and that merchants be called to bring grain to Teng-chong in exchange for the salt. This grain can then be used to feed the troops." This was approved.
