The Ministry of War memorialized: "Earlier, the Lu-chuan Pacification Superintendent Si Ren-fa sent Tao-meng Dao Pai-ben to bring gold and silver utensils, elephants and horses in tribute. He also sent over 10,000 of his tribe to occupy Lu-jiang and other regions, and killed government troops. Actually, he used the sending of tribute as a deception. While overtly he is indicating submission, his intention is to delay our army so that he can engage in his evil plans. We should wait until the envoys he has sent have completed offering tribute and then send them under guard to the Yun-nan Regional Commander Mu Sheng to hold. If Si Ren-fa changes his ways and comes to allegiance, the envoys should be released and sent home. If not, they should be sent to the capital where they will be dealt with. It is also requested that Imperial orders be sent to Sheng and so on requiring them to be extremely cautious in their defence duties." These proposals were approved.
