The Qian-guo Duke Mu Sheng, regional commander of Yun-nan, memorialized that the Lu-chuan bandit Si Ren-fa was building 300 boats along the river and was intending to take Yun-long Subprefecture and other places. The Emperor sent orders to Sheng and so on requiring them to rapidly deploy government cavalry and to seize the opportunity to eliminate the bandits.
