Imperial orders were sent to the Commissioner-in-chief Mu Ang, regional commander of Yun-nan. The orders read: "The rebellious Lu-chuan bandits will rely on the dangerous and mountainous nature of their land and engage in all sorts of trickery and guile. You certainly must not look on them lightly or treat this as an easy task. You must coordinate your actions and select the best measures and strategies. Do not disregard everything that people say to you and do not harm the people in your actions. In this way, you will meet with success and thus fulfil the task I have commissioned you with."
