The Minister of War Xu Xi and others advised: "Although the Lu-chuan bandit Si Ji-fa sent his younger brother Zhao Sai and others to the Court to offer tribute and confess guilt, he also ordered his bandit clique member Juan Meng-che and others to come and attack Mang-shi. They were defeated by the government troops and they fled along the Jin-sha River. On the one hand he is surrendering and on the other rebelling. He is guileful and unpredictable. The Embroidered-Uniform Guard should be ordered to detain Zhao Sai until the area is pacified." The Emperor said: "Zhao Sai will soon come to the Court. I will leniently send him back to Yun-nan. Settle him there, and wait until his father and elder brother are captured. Then memorialize, so that arrangements can be made.
