Imperial orders were sent to the Jing-yuan Earl Wang Ji, Minister of War and supreme commander of Yun-nan military affairs, and others. The orders read: "The bandit leader Si Ren-fa and his son have still not been captured, and the remnant evil-doers still exist. When these orders arrive, you are to make plans with Mu Ang and so on. You must eliminate this bandit and get rid of the border troubles for ever. All those government troops who realize achievements will be promoted and rewarded in accordance with the previous orders. However, you must be on constant guard on all sides and not allow false reports to result in injury. Do things thus and the rewards and promotions will be very fair."
