The Qian-guo Duke Mu Cong, regional commander of Yun-nan, and others memorialized: "We have received a report from the Ba-bai Pacification Superintendency advising `We received the orders to save Laos and have now repulsed the Jiao troops'. Also, we translate and report the false orders which the Jiao people sent to coerce Ba-bai. Ba-bai burnt the orders and used elephants to trample them. They say that the yi officials have obeyed the orders to assist each other and it is thus that the Jiao troops did not achieve victory. However, as Laos has not yet sent any official despatch, and the Guard Commander Pan Qi and others who were sent as envoys to Laos have not yet returned, we do not know if the Jiao troops have truly withdrawn or not." The memorial was sent to the Ministry of War which requested that Cong and so on be required to ensure strict border defences and that they wait until Qi returned and then memorialize on proposals. This was approved.
