It was ordered that Lu Hong, a deputy surveillance commissioner in Yun-nan, be assigned to engage solely in border patrols to soothe the yi. At this time, the various yi of Yun-nan were fighting among themselves and attacking and plundering the border areas. Although there were some officials who divided their time between patrols and stationary defence duties, their patrols were not frequent and many transgression occurred. The regional inspecting censor memorialized requesting that an officer from within the surveillance commission be promoted to especially handle this, so that responsibility could be assigned. The memorial was sent to the Ministry of War which, together with the joint Court officials, deliberated on the matter and recommended Hong. This order was accordingly issued.
