Sun Mao, an assistant commissioner-in-chief in the Right Military Commission, was sent with 32,000 ding of paper money to proceed to Si-chuan to buy 10,000 head of ploughing buffalo. At this time, there was to be an expedition against the Bai-yi. The cattle were to be purchased as it was intended to first send troops to Yun-nan to set up state farms (屯田) and prepare grain stores.
